（一）在展览会、交易会、会议及类似活动中展示或者使用的货物；

（二）文化、体育交流活动中使用的表演、比赛用品；

（三）进行新闻报道或者摄制电影、电视节目使用的仪器、设备及用品；

（四）开展科研、教学、医疗活动使用的仪器、设备和用品；

（五）在本款*（一）项至*（四）项所列活动中使用的交通工具及辆；

（六）货样；

（七）慈善活动使用的仪器、设备及用品；

（八）供安装、调试、检测、修理设备时使用的仪器及工具；

（九）盛装货物的容器；

（十）旅游用自驾交通工具及其用品；

（十一）工程施工中使用的设备、仪器及用品；

（十二）海关批准的其他暂时进出境货物。

上海港暂时进出口贸易操作业务流程：

1、进出口收发货人或其代理人（以下简称“申请人”）向海关递交《暂时进/出口申请书》、以及其他报关单证；

2、经审核，对符合有关规定的，海关做出准予暂时进出口的决定；

3、申请人持海关签发的《暂时进/出口批准书》正式申报；

4、对按有关规定应提供税款的，申请人缴纳保金办理凭保放行手续；对按有关规定应分期缴纳税款的，申请人按照相关要求申报并办理税费缴纳手续；

5、暂时进出口期满需继续延期的，申请人向海关递交《暂时进/出口货物延期申请书》、原申报报关单；

6、经审核，符合有关规定的，直属海关做出准予延期的决定，或按权限划分转报做出决定；

7、经批准同意延期的，现场海关通知申请人办理延期手续；对按有关规定应分期缴纳税款的，申请人按照相关要求申报并办理税费缴纳手续；

不批准延期的，申请人办理货物退运手续或向海关申报纳税进口。
